Sylvia Otey Billups "Puddin" departed this life on Monday, June 15, 2020. She was born September 14, 1944 to the late Thomas H. Otey, Sr. and Mary Bell Otey.
She attended Norfolk Public Schools. Sylvia retired from Chesapeake General Hospital in 2008 after 30 years of service. She was an excellent cook, and people loved her yock and fried chicken. She was loved by everyone and would give support when needed.
At a younger age, she was a member of the United House of Prayer for All People. As she got older, she met her husband, Shelton M. Billups of Hertford, North Carolina. She then became a member of the Greater House of Faith Apostolic Church, Virginia Beach, Virginia. She started the usher board, and as the president, she loved keeping her ushers happy with matching uniforms and flowers. She kept them the best.
Sylvia was predeceased by her husband of 35 years, two brothers Thomas H. Otey III, and Marvin Lee Otey, two sisters-in-law Sylvia Harrell and Shirley G. Otey, and one uncle George W. Walston. Sylvia leaves to cherish her memory two sisters Cleo Otey Reep of Virginia Beach, Virginia, and Deborah Otey Loiseau of Norfolk, Virginia; Goddaughter Vernesia W. Harrell of Suffolk, Virginia; one aunt Elizabeth Otey Adams of Washington, DC; three sisters-in-law Carolyn F. Otey of Norfolk, Virginia, Wanda Harrell of Suffolk, Virginia, and Annie Riddick of Gates County, North Carolina; special family in faith, Evangelist Beverly Jones, and Barbara Jordan at Kinson both of Norfolk, Virginia, and a host of nieces, nephews, cousins, family and friends. Her special pet companion "Polo" will remember her words, "Will you do me a favor," Get this for me" and "Do this for me."
A funeral service will be held 11:00 am Thursday, June 25, 2020 at Pretlow and Sons Funeral Home, Chesapeake, where viewing will be from 9 am until 10:45 am the day of the service.
